Akpabio underscored the pressing need for this legislative adjustment, citing existing shortcomings in the public procurement process that contribute to inadequate budgeting for projects nationwide. These deficiencies, he noted, have led to the abandonment of over 14,000 projects across the country, representing a significant setback to the nation’s development agenda.
“The flawed budgeting processes have impeded the completion of numerous vital projects, underscoring the urgency to amend the Bureau of Public Procurement Act,” Akpabio emphasized.
He stressed that refining the Act would streamline procurement procedures, facilitating more effective resource allocation and utilization, thereby mitigating the prevalent issue of project abandonment.
“A few days ago, we engaged in extensive deliberations and reached the consensus to proceed with amending the BPP Act,” Akpabio remarked.
He elaborated further, highlighting the impracticality of budgeting that extends project completion timelines over decades. “When you allocate a mere ₦2 billion out of a ₦500 billion road construction budget for a particular year, it implies a 50-year timeframe for project completion. Such flawed budgeting practices have contributed significantly to the proliferation of over 14,000 unfinished projects in Nigeria,” Akpabio asserted.
Consequently, Akpabio urged the executive to initiate the amendment of the BPP Act promptly, emphasizing the need to ensure that every project commenced henceforth achieves completion within a five-year timeframe, starting from the present moment
