The retreat, held at the State House conference centre in Abuja from November 1 to 3, had the theme “Delivering on the renewed hope agenda” and featured discussions by experts in various fields.

Akume divided the recommendations made during the retreat into two categories: administrative processes of the government and policies and priorities for the Renewed Hope agenda.

“Over the last few days, we have engaged in highly productive deliberations and received insights from experts across diverse fields,” Akume noted.

“Many of you have put forward several recommendations, and there is a significant amount of work ahead. I will present a selection of the most notable recommendations.”

Akume highlighted that cabinet members proposed the following recommendations at the conclusion of the retreat:

  1. Increase the approval threshold for public procurement and promote open bidding for transparency.
  2. Mandate cabinet members to submit memos well in advance (e.g., by the end of Wednesday) for analysis by permanent secretaries before Federal Executive Council (FEC) meetings.
  3. Enhance the alignment of budget allocations for Ministries, Departments, and Agencies (MDAs) with the President’s vision, strategic goals, and relevant key performance indicators (KPIs).
  4. Develop a standardized checklist outlining appointment criteria for ministers and agency heads.
  5. Permit ministers presenting memoranda at FEC to be accompanied by their permanent secretaries to expedite information flow.
  6. Assess the effectiveness of past federal government intervention programs and conduct thorough pre- and post-project evaluations to determine program efficacy.
  7. Improve the judicial process by enabling promoted judges to conclude pending cases in their new positions.
  8. Revive executive-legislature conferences and tripartite meetings to address pre-budget issues in advance.
  9. Define consequences and expedite legal action against individuals, including lawmakers, who fail to complete awarded contracts.
