In response to President Macky Sall’s abrupt announcement of the indefinite postponement of the presidential election, originally slated for February 25, just hours before the official commencement of campaigning, Falana advocates for ECOWAS to take decisive action. He urges the regional leaders to contemplate imposing sanctions on Senegal, emphasizing that such measures should target those responsible for violating the democratic rights of the citizens by delaying the electoral process.

The postponement, a first in Senegal’s presidential election history, stems from a dispute between the National Assembly and the Constitutional Court regarding the rejection of candidates. Falana asserts that the ECOWAS leaders should consider targeted sanctions, including travel bans and asset freezes, specifically on President Sall and his government officials implicated in serious violations of democratic rights.

Drawing attention to the fact that Sall abandoned his pursuit of a third term in July 2023, Falana accuses the president of manipulating the democratic process to install a surrogate candidate. He characterizes the election delay as a constitutional coup, posing a significant threat not only to Senegal but also to the broader subregion, particularly as Burkina Faso, Niger, and Mali plan to exit ECOWAS.

Highlighting the breach of international treaties, including the Lome Declaration and the African Charter on Democracy, Elections, and Governance, Falana stresses that Senegal, being a signatory, is obligated to comply with their provisions. He contends that the postponement represents a deliberate attempt by President Sall to manipulate the constitution and retain power against the will of the people.

Terming the postponement a fundamental breach of Senegal’s constitution, which is a product of popular participation, Falana argues that Sall’s actions undermine the covenant between the government and the people. He accuses Sall of disregarding democratic and rule of law principles, calling on ECOWAS to compel full compliance with its treaties as a deterrent to other member states.

In the wake of protests against Sall’s decision, which led to a temporary cut of mobile internet in Senegal, Falana calls for swift ECOWAS intervention to ensure adherence to treaties and protocols, emphasizing the need to prevent the dissemination of inflammatory messages amid threats to public order.
