In a communiqué issued after its National Executive Council (NEC) meeting on Saturday, the union directed all members across offices, companies, institutions, and agencies to suspend services from 12:01 a.m. on Monday, September 29, 2025.
Similarly, members deployed in field locations were instructed to halt operations beginning 6:00 a.m. on Sunday, September 28, 2025, and to commence a continuous prayer vigil.
According to PENGASSAN, the prayer exercise is aimed at seeking divine intervention, urging those in authority to compel the management of the Dangote Refinery and its allies to respect Nigerian labour laws.
The union stressed that during the industrial action, no form of intervention would be permitted at field locations except where safety of personnel and assets is threatened, and even then, such clearance must be sought from the National Secretariat.
The directive stated:
-
All control room, panel, and outfield personnel must withdraw services effective 06:00hrs on September 28.
-
All members nationwide must suspend duties effective 00:01 on September 29.
-
Gas and crude oil supply to the Dangote Refinery must be halted immediately.
-
International Oil Companies (IOCs) were ordered to ramp down gas production and cease supply to the refinery and its petrochemical units.
PENGASSAN emphasized that its action was in direct response to the termination of over 800 Nigerian workers at the Dangote Refinery for allegedly exercising their constitutional right to unionize.
