The privatisation policy of former President Olusegun Obasanjo, embraced by many states, was criticized by industry players as the new owners of the privatised companies failed to invest enough capital to sustain the companies, resulting in poor management and operational challenges.

The situation was further compounded by infrastructure decay, harsh operational environment, insecurity, and policy inconsistency. Data shows that in 12 of the 19 northern states, 84 companies have shut down, but the figure could be higher as no data was provided for Kano State, which is the industrial hub of the region.
