During a visit to Ekpo Nta, the Chairman and Chief Executive of the National Salaries, Incomes and Wages Commission, Olaopa advocated for a comprehensive reassessment of the entire structure, emphasizing the need for thorough regrading and job evaluation. The Chairman highlighted the inadvertent institutionalization of a recruitment policy favoring quantity over quality, leading to the employment of 1,000 mediocre individuals when 150 experts could effectively handle the workload.

Olaopa pointed out a breakdown in competency-based human-resources management, citing a deficiency in the necessary IQ. He also criticized the management of the Federal Character policy, asserting that it has exacerbated the existing challenges. The Chairman emphasized the urgency of addressing issues related to pay and compensation, urging a strategic reevaluation, re-grading, and the formulation of clear policies and guidelines for institution creation and dissolution.

Furthermore, Olaopa drew attention to the proliferation of institutions, highlighting the subsequent bloating of staff and their eventual transfer to the civil service without strict treasury considerations. In light of these concerns, he called for a decentralized system of minimum wage, allowing states to determine their minimum wages based on their financial capacities. This proposed approach aims to provide flexibility and responsiveness to the varying economic conditions across different states.
