The lawmaker expressed optimism about the national discourse surrounding the issue, acknowledging diverse opinions either in support or opposition to the idea. He emphasized that existing security measures have proven inadequate in safeguarding communities, and the proposed bill aims to empower law-abiding citizens to protect themselves and their families.
Nwoko underscored the importance of strict controls and comprehensive training to prevent misuse and abuse of firearms. He proposed licensed dealerships for firearms to counter illegal arms trafficking and generate revenue through licensing fees and taxes. The generated funds could be allocated to enhance law enforcement agencies, improve security infrastructure, and address the root causes of insecurity.
To qualify for firearm ownership, Nwoko outlined rigorous requirements, including mental health assessments by four medical doctors, endorsement from the local government chairman for community validation, support from a traditional leader, and verification by the Divisional Police Officer to confirm a clean criminal record.
The suggested firearms for civilian ownership include single and double-barrel shotguns, pistols with a maximum capacity of six rounds, pump-action shotguns, and other types recommended by the Ministry of Defence. Nwoko emphasized the need for a meticulous regulatory framework and oversight to prioritize public safety.
Nwoko’s proposal is not the first instance of a political figure advocating for Nigerians’ right to bear arms. In 2022, the House of Representatives Majority Leader, Alhassan Ado-Doguwa, and in 2020, the then Governor of Benue State, Samuel Ortom, also called for allowing responsible citizens to bear arms for self-defense against threats like terrorism and banditry.
