This resolution came about following a motion presented by Zainab Bukar on Thursday.

In her motion, Bukar raised concerns about the potential cost implications that adopting concrete technology for road construction might have for contractors.

She expressed that the minister’s push for this construction method lacks a thorough examination of its comparative advantages and disadvantages.

The lawmaker voiced her apprehension that the Minister of Works’ new policy, advocating the use of cement concrete pavement without a comprehensive analysis of how it compares to asphalt, could potentially lead to deviations from technical specifications.

This, in turn, might result in contract breaches, and in a challenging economic environment, potentially trigger arbitration and legal disputes.

Consequently, the lower chamber has tasked its Committees on Works, Environment, Finance, and Judiciary with the responsibility of investigating the pros and cons of using cement concrete for road construction versus asphalt. Their findings are to be reported within three weeks for further legislative action.
